Glossary Of Terms

Business Service Representative (BSR): CIAO's Business Service Representative not only goes out "in the field" to meet with employers and develop job leads; he also works directly with participants in preparing them for employment and providing advice on how to retain a job once employed.

CIAO:Creating Independance And Outcomes.  CIAO was one of five 'projects' initiated by the U.S. Department of Labor in 2004 as recognition of the multiple barriers the foster youth population faces on the way to successful job placement and was subsequently funded with $4 million over two years.  In the summer of 2007, the CIAO Project became the CIAO Program and is being generously funded by Casey Family Programs in partnership with the Michigan Department of Labor and Economic Growth with a matched contribution by the Michigan Department of Human Services.

Equipped for the Future (EFF): EFF has been one of the National Institute for Literacy's primary projects since 1994. Promoting system reform and accountability,the EFF initiative seeks to improve the adult basic education and literacy system to more effectively assist adults in accomplishing their goals in life. The EFF approach to facilitating program change and improvement includes three main system reform tools: the EFF Content Framework, the EFF Assessment Framework, and supports for implementation of EFF.

Transition Specialist (TS): Each program participant will be assigned to one of four Transition Specialists.  The TS functions much like the 'Quarter Back' of the CIAO Team, and will work directly with the participant to set and acheive goals, break down barriers, teach life skills, advise and mentor and, generally speaking, assist the participant in preparing for a successful adulthood.

This area includes, for example, Cambodia, China, Japan, Korea, Micronesia, Polynesia, Malaysia, the Philippine Islands, Thailand, and Vietnam. Project Activities
This section is used to record your project’s activities.  The Project Activities section provides a snapshot of the services provided to youth during a quarter.  As with all three sections in the report, all youth must be placed in the appropriate subcategory in terms of whether they are in the 17 & under age group or the 18 & over age group.

Outcome Information
Outcome Information is completed on participants who have undergone a major project milestone.  While all of the outcomes listed in the section are major occurrences which impact on the participant, several – such as entering the job market on a full time basis or enlisting in the military or going to full-time college – are considered indicators of project completion.
As with all three sections in the report, all youth must be placed in the appropriate subcategory in terms of whether they are in the 17 & under age group or the 18 & over age group.

Record the number of participants who entered long-term employment including a formal apprenticeship during the quarter for the first time since program enrollment.  Long-term employment is defined to mean a job which is intended to last more than 90 days.  Youth can only be reported in this data item one time.

Youth Placed in an Additional Job

For youth who were placed by the program and then placed in a subsequent job, record the subsequent job placement here.  Note: This applies only to youth reported in line 17a - First Time Unsubsidized Employment.

17a.2.
Youth Placed in part time employment

Record the number of participants who entered part-time employment during the quarter for the first time since program enrollment.  Part-time employment coupled with part-time post-secondary education will count as one long-term placement.

17b
Entered the Military

Record the number of participants who have enlisted in the military during the quarter.  

17c
Entered Long Term Occupational Training

Record the number of participants who during the quarter have begun training in a long-term occupational training program which is not funded by the project.  If youth are engaged in a short-term occupational training program (such as a training that is part of programs services rather than an outcome and does not lead to a recognized certificate), that type of vocational placement is considered a program activity and is counted under line 14c – Other Job Preparation Class/Activity.

17c.1.
Completed Long Term Occupational Training

This applies to youth who were reported in line 17c.  If a youth who has been reported in line 17c actually completes the occupational training, record them here.

Entered Full-Time Post Secondary School

Record the number of participants who during the quarter have entered a full-time college program who were not in college at enrollment.

17.d.1
Part Time Post Secondary Education

Record the number of participants who during the quarter have entered a part-time college program who were not in college at enrollment.  Part time post-secondary education coupled with part-time unsubsidized employment will count as one long-term placement.

Youth Placed in 17a thru d & Still Retained

This applies to all of the youth who were reported in lines 17a thru d in the previous quarter.  For the cumulative number of youth who were reported as placed into the outcomes 17a, b, c, and d, ascertain their retention status as of the last (third) month of the current reporting period.  If they were still in a successful placement outcome (doesn’t have to be the original placement), record them here as still engaged.  If they are no longer in a placement (not employed/not in the military/not in a long term occupational training/or not in college) or if their status is unknown, they cannot be included as still engaged.

Record the number of participants who, during the quarter, have achieved a high school degree while participating in the project.

Record the number of participants who, during the quarter, have achieved a certificate while participating in the project.  A certificate is awarded in recognition of an individual’s attainment of measurable technical or occupational skills necessary to gain employment or advance within an occupation. These technical or occupational skills are based on standards developed or endorsed by employers. Certificates awarded in recognition of the attainment of only generic pre-employment or work readiness skills are not included in this definition. A certificate is awarded by:
ü   A state educational agency.
ü   An institution of higher education --this includes community colleges, proprietary schools, and all other institutions of higher education that are eligible to participate in Federal student financial aid programs.
ü   A professional, industry, or employer organization (e.g., National Institute for Automotive Service Excellence certification, National Institute for Metalworking Skills, Inc., Machining Level I credential) or a product manufacturer or developer (e.g., Microsoft Certified Database Administrator, Certified Novell Engineer, Sun Certified Java Programmer) using a valid and reliable assessment of an individual’s knowledge, skills, and abilities.
ü   A registered apprenticeship program.
ü   A public regulatory agency, upon an individual’s fulfillment of educational, work experience, or skill requirements that are legally necessary for an individual to use an occupational or professional title or to practice an occupation or profession (e.g., FAA aviation mechanic certification, state certified asbestos inspector).

Enter the number of youth who are no longer active in the program because they have moved from the area prior to placement in one of the long term outcomes listed under 17a thru d and cannot be reasonably expected to participate.  Note a youth cannot be reported in both lines 20a and 20b.

No Entry is Needed.  The product of line 2 - Enrolled (Total) minus lines 20a - No Longer In Project and 20b - Moved From Target Area is automatically calculated.
